The University of California (UC) Libraries Advancing Open Monograph Opportunities at UC public report provides a comprehensive strategic framework for advancing open access (OA) monograph publishing across the University. It recognizes that UC, as a global research leader, is uniquely positioned to influence the future of open monograph publishing by fostering sustainable, equitable, and high-impact models that align with the University’s mission of research excellence, equity, and public service. This report, which was developed through a multi-track open monographs initiative launched by the UC Libraries in Spring 2025, builds on the foundation of the 2018 Pathways to Open Access toolkit. While that earlier work analyzed open models, frameworks and strategies broadly, this 2025 analysis addresses the distinct challenges and opportunities associated with OA monographs and supporting UC authors at scale.

Panelists in this traditional session will discuss holistic decision-making frameworks for collection management activities. They will share how to build accountability to their organizational mission and values in these frameworks, as well as transparency in decision-making and strategic thinking to achieve long-term goals. In particular, the panelists will focus on how they are thinking about and embedding principles of diversity, equity, and inclusion in these decision-making frameworks. The panelists represent a variety of institutional perspectives with differing stakeholders, priorities, legacies, and processes in place, as well as a range of collection management functions, which includes prioritizing processing; strategic decision-making related to backlogs, reappraisal, and discovery; ethical and legal responsibilities towards contributors of metadata; and the creation of a DEI interest group to critically examine all areas of collection management.

Following the charge provided by the University of California’s Direction and Oversight Committee in 2019, the Digital Preservation Strategy Working Group (DPS WG) focused Phase Two activities on identifying the steps needed to build a community of practice around digital preservation in the UC Library system with the primary goal of preparing a path for collective action in the stewardship of the content types held in common by the ten campuses and CDL. To this end, the DPS WG developed a taxonomy of digital content types to serve as the basis for a systemwide digital asset inventory, designed a comprehensive survey instrument administered through interviews with 44 individuals across all campuses and CDL, and conducted a literature review regarding relevant economic models for sustaining a digital preservation program.

We acknowledge historical absences in library collections, including those of the University of California Libraries. We will develop practices that counteract a paradigm of racist, sexist, and white-centered collecting, description, instruction, and access. Metadata, digital exhibits, and archival descriptions in particular have disadvantaged communities of color, limited points of subject-based access, and contributed to a culture of exclusivity and inequity. We commit to immediate and enduring work to elevate the narratives, perspectives, and expertise of the marginalized: those who identify as Black, Indigenous, persons of color, immigrants, women, disabled people, and those from the LGBTQ+ communities. We recognize that this work is iterative and ongoing, inherently risky, and messy, but entirely necessary.

Pay It Forward: Investigating a Sustainable Model of Open Access Article Processing Charges for Large North American Research Institutions [Final Report]

Pay It Forward is a major study conducted by the University of California, Davis, and the California Digital Library, on behalf of the University of California Libraries, and with collaborating libraries at Harvard University, Ohio State University, and the University of British Columbia addressed the financial ramifications for the types of research institutions whose affiliated scholars generate a preponderance of the scholarly literature. The project focused on large, research-intensive universities in North America and defined sustainability as costing those institutions roughly no more than, and ideally considerably less than, current journal subscription costs for comparable journals today, with a rate of growth that will be possible for these institutions to support over time. The project sheds new light on the financial viability of the article processing charge business model to create open access at a much larger scale.

In the Fall of 2018, the Direction and Oversight Committee (DOC) formed the Digital Preservation Strategy (DPS) Working Group with the charge of (1) developing a practical, shared vision of digital preservation for library content, and (2) outlining a roadmap to guide the UC Libraries in advancing that shared vision. The DPS Working Group will fulfill this charge in multiple phases, and this report presents the results of Phase One, which lays the groundwork for further discussion and, ultimately, recommendations on the policies, strategies, and actions required for the digital preservation of the millions of digital assets held across the ten UC campuses and the California Digital Library. On October 16-17, 2018, University of California (UC) libraries hosted a working forum in Berkeley, California entitled “Choosing Pathways to Open Access” (“CP2OA”) (see https://cp2oa18.com/). Sponsored by the University of California’s Council of University Librarians (“CoUL”), the forum was designed to enable North American library or consortium leaders and key academic stakeholders to engage in action-focused deliberations about redirecting subscription and other funds toward sustainable open access (“OA”) publishing.

This report was prepared by members of the forum’s Planning Committee1 as a way to update CoUL on forum outcomes, and to synthesize these outcomes into recommendations for further collective (UC multi-institutional) action to advance OA. Next-Generation Technical Services (NGTS): New Modes for Organizing and Providing Access to Special Collections, Archive, and Digital Formats: Final Report

Imagine a UC library with more than half a million volumes, carefully acquired and protected, many of them singular or not commonly held by others in the world. Imagine the contents lining thirteen and a half miles from end to end—more than one Bancroft Library’s worth of material—but all of it invisible and inaccessible to users. That library represents the self-reported aggregate of the unprocessed backlog of special collections and archives materials owned by UC.

The UC Libraries have the opportunity to bring such a library online, and make its contents discoverable and accessible to researchers, within this next decade. The UC Libraries also have the opportunity to prevent the creation of such a backlog of newly created scholarly content, much of it in digital format. Collective commitment is needed to invest the time and initial resources to follow through and to capture these opportunities.

Pursuant to the University of California (UC) Council of University Librarian’s (CoUL)1 3 August 2017 charge, this Pathways to OA Working Group2 has identified the current universe of Open Access (OA) approaches, and has analyzed the suite of strategies available for effectuating those approaches. Each approach described within this Pathways document offers unique and, in some cases, overlapping challenges, opportunities, and room for experimentation. The strategies examined here create space and freedom for the campuses to pursue both individualized and connected paths toward a large-scale transition to OA—though as we highlight below, collective action on implementing the strategies is likely to bear greater fruit. To help guide such a path forward, we identify possible next steps that each or all of the UC libraries can pursue to advance each approach.
