Abstract
Between 2001 and 2003, each of Hawaii's four counties passed clean indoor air laws of varying strength. I analyze the factors that led to weak legislation in some counties and strong smokefree ordinances in others. I also examine current efforts by tobacco control advocates to enact state clean indoor air legislation in Hawaii, assessing the merit of pursuing a statewide strategy as a response to variable local legislation.
