New Directions for Student and Learning Supports: From Fragmented Initiatives to System Transformation
Abstract
This report examines major national initiatives designed to strengthen student and learning supports, including whole-child approaches, integrated student supports, community schools, comprehensive school mental health systems, Multi-Tiered Systems of Supports (MTSS), expansion of support personnel, and system transformation efforts. While these initiatives have increased attention to barriers that interfere with learning and teaching, the report concludes that student and learning supports remain fragmented and marginalized within school improvement policy and practice. The authors argue that fragmentation is not the fundamental problem but rather a symptom of the failure to establish addressing barriers to learning and teaching as a primary responsibility of schools. The report advocates expanding the traditional two-component framework of school improvement, focused on instruction and management/governance, to a three-component framework that includes a unified, comprehensive, and equitable system of student/learning supports. Key lessons emphasize the importance of prevention and early intervention, collaboration, leadership, and system infrastructure. The central conclusion is that meaningful and sustainable improvement will not come from adding more programs or services, but from transforming existing initiatives, personnel, and resources into a coherent system fully integrated into school improvement efforts.
