University of California Systemwide Libraries

This is the first in a series of reports on the operations and management of the University of California. The study was undertaken to assist both the President of the University and the State Director of Finance to plan the University's future growth as systematically as possible.

The first volume in this series is concerned with the University's libraries. Part I deals with the development of library collections, and Part II covers library operations. The major findings, conclusions, and recommendations are summarized before each part for readers who are not interested in the details of the study. A chapter describing the methodology used in our analysis is appended, however, for any readers whose interest takes them that far.

This part of our study touches upon the operations of the library—those functions which are performed to order material, to process it for use, and to make it available to the libraries clientele.

This is an enormous subject, one which we could not treat in great depth. Hence, the words "touches upon", above, are appropriate to the scope of this part of our study.

Nevertheless, we feel that much is of interest in the following pages. Specifically, we believe that we have identified areas of opportunity for improvement, or at least focused attention on some already known to the University. If these opportunities are pursued with vigor, we believe that many of the problems spotlighted could be alleviated rapidly.
