Science for Some: Understanding Rural Leadership Intentions for Minoritized Students’ Access to Science

Abstract
Despite California's adoption of the Next Generation Science Standards in 2013, equitable science education remains largely unrealized for the 1 in 7 students who learn in rural settings. This qualitative, role-based case study examined the systemic and cultural/historical barriers that rural educational leaders encounter in increasing science education access for minoritized students, and the navigational strategies those leaders developed in response. Guided by Ray's (2019) Theory of Racialized Organizations, Young and Arnold's (2020) Emerging Framework for Inclusive Educational Leadership, and Ladson-Billings' (1995) Culturally Relevant Pedagogy, this study drew on semi-structured interviews with eleven rural California science education leaders across three tiers of rurality, from California's most isolated Tier 1 counties to statewide organizations. Findings revealed that barriers to equitable rural science education were structural, persistent, and compounding, rooted in accountability systems that deprioritized science, funding mechanisms that withheld professional learning resources, economies of scale that undermined instructional continuity, limited educator cultural competence, colonial and political histories, and social class divides that shaped which students were afforded access to rigorous science instruction. Indigenous students emerged as among the most consistently marginalized populations, a finding insufficiently addressed in the existing literature. Against these conditions, rural science education leaders navigated through place-based science leadership, sustained community partnerships, and equity-oriented professional learning redesign, which are all strategies that were powerful but structurally insufficient alone to produce systemic change. The study concludes with recommendations across research, policy, and practice that call for structural transformation, including dashboard accountability reform, expanded science professional learning funding, and institutionalized place-conscious science education which are changes commensurate with what the most marginalized students in rural California have long deserved.
