This comment letter responds to the U.S. Department of Agriculture’s interim final rule establishing a domestic hemp production program. UC requests clearer and more flexible requirements for universities conducting hemp research, particularly regarding pre-harvest THC testing, use of DEA-licensed laboratories, negligence standards, disposal requirements, and distinctions between hemp grown for consumption and industrial or research purposes.
