Developing and Implementing the Barbuda Blue Halo Initiative: A Plan for Sustainable Ocean Management

Abstract

The Barbuda Blue Halo Initiative empowers the people of Barbuda to restore their coastal waters by developing a sustainable coastal policy that is based on science, supports coastal and fishing livelihoods, deeply involves and encourages stakeholder participation, and includes the creation of sanctuary zones in order to replenish fish populations and restore a healthy ecosystem around the island of Barbuda. This draft document provides a plan for how to implement, monitor, and enforce Barbuda’s draft coastal management regulations. The Waitt Institute performed an extensive project development phase for the Barbuda Blue Halo Initiative that included research, planning, and policy development. This document describes the policy development phase (Stages 1 and 2), proposed implementation (Stages 3 and 4), and long-term follow-up (Stages 5 and 6).
