The author concludes that resilience cannot be built at the agency level, not when Congress abdicates its role to check the executive and the highest judiciary tips the balance towards another “co-equal” branch of government. If we accept that only through broad public support can our federal stewardship agencies continue their missions, it follows that the bedrock of refoundation should be in deepening the sense of value of conservation to and within the American people.
