This comment letter responds to the Department of Health and Human Services’ request for input on potential revisions to the Public Health Service Policies on Research Misconduct. UC generally supports retaining the existing framework while recommending clearer standards for findings of misconduct, harmonized and flexible investigation timelines, expanded confidentiality protections, and additional guidance on inquiries, investigations, and the application of the six-year limitation on misconduct allegations.
