State Approaches for Distribution System Planning, including Grid Modernization

Abstract

In this presentation to the Massachusetts Grid Modernization Advisory Council, Lisa Schwartz presented on distribution system planning elements and requirements in other states. Topics include grid modernization, distributed energy resources, data-related requirements, and stakeholder engagement and equity. Under the state's 2022 Climate Law, the Advisory Council is charged with reviewing and providing recommendations on electric-sector modernization plans filed by investor-owned electric distribution companies. The plans will include a summary of distribution system investments and alternatives, distribution system improvements to increase system reliability and resiliency for weather and disaster-related risks and to facilitate transportation and building electrification, forecasts for 5- and 10-year planning horizons, and an assessment of demand through 2050.
