UC Comment Letters

This comment letter responds to the NIH Notice NOT-OD-23-091, "Request for Information on the NIH Plan to Enhance Public Access to the Results of NIH-Supported Research". UC supports NIH’s plan to eliminate publication embargoes and expand public access, but emphasizes that implementation must reduce author burden, preserve equitable publication opportunities, and address open-access costs for early-career, under-resourced, and underrepresented researchers. UC recommends automated multi-repository deposits, continued and supplemental funding for publication and data costs, accessibility guidance for figures, pressure on excessive publisher fees, institutional infrastructure support, open licensing tools, and broader adoption of persistent identifiers and open metadata.
